Founded in 2001 and operating as a public-interest organisation, BILSP is a Sofia-based independent think-tank at the intersection of social policy, labour market, and welfare innovation.
Our areas of work span the labour market, social inclusion, disability and vocational rehabilitation, welfare technologies, active ageing, CSR, lifelong learning, and civic engagement. We combine quantitative and qualitative research methods — needs assessments, use-case analyses, policy studies, and impact evaluations — with hands-on project implementation, technical assistance, and capacity building for institutions and vulnerable groups.
We have managed two consecutive periods of the Swiss-Bulgarian Cooperation Programme for Civil Society and delivered over 100 projects for the European Commission, World Bank, and Bulgarian ministries and agencies — including large-scale training programmes for MLSP, ASA, NSSI, and APD staff.
