Since 2003 BILSP and the Institute for Social and Trade Union Research (ISTUR) are part of the Network of European Observatories (NEO) of the European Foundation for the Improvement of Living and Working Conditions (Eurofound).

Eurofound is a European Union body, one of the first to be established to work in specialized areas of EU policy. Specifically, it was set up by the European Council (Council Regulation (EEC) No. 1365/75 of 26 May 1975), to contribute to the planning and design of better living and working conditions in Europe.
Its role is to provide information, advice and expertise – on living and working conditions, industrial relations and managing change in Europe – for key actors in the field of EU social policy on the basis of comparative information, research and analysis.
Eurofound performs these tasks through its three specialized observatories – the European Industrial Relations Observatory (EIRO), the European Monitoring Centre of Change (EMCC) and the European Working Conditions Observatory (EWCO).
The results of the work of BILSP as a NEO centre include comparative analytical reports, information updates, analyses and representative studies of the subject areas, restructuring fact sheets, annual reports and updates, etc.
